Intel is unlike NVIDIA and AMD in one big way: it designs chips and owns the factories that make most of them, in the US, Ireland, Israel and Asia 1. Yet its current AI accelerator, Gaudi 3, is made by TSMC 2. In its latest quarter Intel sold $16.1 billion, up 25% on a year earlier, and its Data Center and AI business sold $6.3 billion, up 59% 3.

In 2026 Intel's AI story is mostly about processors, not accelerators. Its CEO says the CPU "now serves as the orchestration layer and critical control plane for the entire AI stack" 9, and the finance chief said businesses driven by AI made up about 70% of revenue in the June 2026 quarter 10. Intel's Q2 2026 results release does not mention Gaudi or any data-centre GPU 3.

Intel's fiscal 2025 revenue was $52.9 billion, flat on the year, with a gross margin of 34.8% (36.7% on Intel's adjusted basis). Data Center and AI sold $16.9 billion with $3.4 billion of operating profit; Intel Foundry reported $17.8 billion of revenue, mostly from Intel itself, and a $10.3 billion operating loss 11. For the third quarter of 2026 Intel guided revenue of $15.8 to $16.8 billion 3.

Pat Gelsinger retired as CEO on 1 December 2024; finance chief David Zinsner and Michelle Johnston Holthaus ran the company as interim co-CEOs until Tan took over 15 13. In May 2026 Intel named Alex Katouzian to lead its PC business, now called the Client Computing and Physical AI Group, and made Pushkar Ranade chief technology officer 16 17. Intel is incorporated in Delaware 4.

Intel bought its way into AI accelerators twice. It agreed to buy Nervana Systems in August 2016 27, then bought Habana Labs, based in Caesarea, Israel, in December 2019 for about $2 billion 23. The Gaudi chips come from Habana. In 2021 Pat Gelsinger's "IDM 2.0" plan opened Intel's factories to outside customers 28, and in 2024 Intel Foundry became a separately reported business 18.

2025 recapitalised Intel. SoftBank agreed to buy $2 billion of shares at $23 on 18 August 20. On 22 August the US government agreed to buy 433.3 million new shares at $20.47, $8.9 billion in all, paid for with grants Intel had already been awarded 19. Silver Lake bought 51% of Intel's Altera chip unit, closing on 15 September 29 30. On 18 September NVIDIA agreed to buy $5 billion of shares at $23.28 21, a deal that closed in the fourth quarter 31.

Intel's accelerator roadmap has been reset more than once. In January 2025 it said Falcon Shores would be used only as an internal test chip, "without bringing it to market", and that it would focus on Jaguar Shores, a rack-scale system 25. In October 2025 Lip-Bu Tan said Intel planned to launch inference-optimised GPUs every year 38. A February 2026 roadmap, as reported by the press, put Crescent Island's Xe3P design in 2026 and "Xe Next", including Jaguar Shores, in 2027 39.

Crescent Island was first announced in October 2025 36. Status as of September 2026: Intel detailed Crescent Island's full design at Hot Chips in August 2026 (32 cores, up to 480 GB, 350 W) 6; a press report the same month said customer sampling begins in the third quarter of 2026 and the official launch is set for 2027 37.

Gaudi 3 comes as an OAM module (HL-325L, up to 900 W air-cooled) and a PCIe card (HL-338, up to 600 W) 2. For China, Intel listed cut-down versions, HL-328 and HL-388, at 450 W 40. The next Xeons: Diamond Rapids, with up to 256 cores and 16 memory channels on Intel 18A-P 6, then Coral Rapids, which brings back multi-threading 41.

Intel makes most of its own processors, but not everything 1:

  1. Design: Intel's own teams; the Gaudi chips come from Habana Labs in Israel 23.
  2. Wafers in Intel's fabs: Panther Lake and Xeon 6+ on Intel 18A in Arizona; Xeon 6 on Intel 3 in Ireland 7 42 43.
  3. Wafers at TSMC: all of Gaudi 3, on TSMC's 5 nm process 2, and some tiles of Intel's PC chips 44 45.

Intel 18A is Intel's newest process. It combines a new transistor design, RibbonFET, with PowerVia, which delivers power from the back of the chip; Intel claims up to 15% better performance per watt and 30% better density than Intel 3 7. Volume production began in Oregon, with Arizona ramping later in 2025 48. Xeon 6+ mixes processes in one package: 12 compute tiles on 18A, three base tiles on Intel 3 and two input/output tiles on Intel 7 49.

In March 2025 Intel was still buying about 30% of its wafers from outside, mostly TSMC, and the finance chief said getting that to zero quickly was "no longer the strategy" 50. In April 2026 Lip-Bu Tan called TSMC "a very important partner" and described a "multi-foundry approach" 51.

Yields on 18A (the share of good chips per wafer) were a worry: in January 2026 Tan said they were "still below where I want them to be" 41. By July 2026 Intel said yields were running ahead of expectations and 18A output was about 25% above target 10. Intel was first to put ASML's newest High-NA EUV machines to work in volume: the first was assembled in Oregon in April 2024 52, and in July 2026 some Intel 18A layers for Panther Lake were running on them 53 3. The next process, Intel 14A, is due for risk production for Intel's own products in the second half of 2027 and high volume in 2028 10.

The Arizona and Asian addresses come from an Intel quality certificate dated 2017 to 2019, the latest official list we found. Gaudi 3 is made by TSMC, which does not say which of its fabs is used.

What changed since 2025:

  • Germany and Poland cancelled: in July 2025 Intel said it would "no longer move forward" with its planned projects there, and would consolidate its Costa Rica assembly and test work into Vietnam and Malaysia 57.
  • Ohio delayed: the first New Albany fab is now due to operate in 2030 to 2031 and the second in 2032 58.
  • Ireland bought back: Fab 34 began high-volume Intel 4 production in September 2023, Europe's first volume production with EUV machines 59. Intel agreed in April 2026 to buy back Apollo's 49% of the Fab 34 venture for $14.2 billion 43, and its June-quarter filing reports the deal closed on 8 April 60; then announced a €5 billion Leixlip upgrade in July 2026 to make more Xeon chips; the site employs 4,900 people 61.
  • Arizona co-owned: under a 2022 deal Brookfield funds 49% of two new Ocotillo fabs, with Intel keeping control 62.

US government money built much of this. The CHIPS Act award, finalised on 26 November 2024 at up to $7.865 billion, covered Arizona, New Mexico, Ohio and Oregon 63 55, plus up to $3 billion for Secure Enclave, trusted chip-making for the US government 64. In August 2025 the unpaid grants were turned into shares 19. Intel says its US spending on tools and buildings from 2021 to 2026 is "approaching $100 billion" 10. In July 2026 its New Mexico fab manager said some customers are coming to Intel first for advanced packaging 65.

7.How it works

Gaudi is built differently from a GPU. It has a few very large matrix engines for the heavy maths plus 64 smaller programmable cores 2. Its other trick is networking: each Gaudi 3 has 24 ports of standard 200 Gb Ethernet on the chip itself, so chips link over ordinary Ethernet instead of a proprietary connection 2. Xeon processors do AI maths too, using a built-in unit called AMX in every core 66.

Gaudi 3 is two compute dies joined in one package 67, with 96 MB of on-chip memory and 128 GB of HBM2e memory running at 3.7 TB/s 2. Intel's rack design holds up to 64 Gaudi 3 chips with 8.2 TB of memory 33. Crescent Island takes a different route: instead of costly HBM it uses LPDDR5X, the memory found in laptops, which lets it carry 160 GB, or up to 480 GB in partner versions, on an air-cooled 350 W card 6 68.

Intel's own performance claims for Gaudi 3, made in 2024: on average 50% faster training and 50% better inference throughput than NVIDIA's H100, and 40% better inference power efficiency 5; and up to twice the price-performance on Llama 2 70B inference 32. These are Intel's claims against the H100, NVIDIA's 2022 chip, not against its newer Blackwell or Rubin generations (see our NVIDIA guide).

9.Official pricing

Unlike NVIDIA and AMD, Intel has published a list price for its AI accelerator. In June 2024 it said a kit of eight Gaudi 3 chips on a baseboard "will list at $125,000", and a kit of eight Gaudi 2 chips was offered at $65,000 72.

10.The software lock-in

Intel's strongest position in AI is the server processor. Its Xeon 6 is the main CPU inside NVIDIA's DGX B300 8, and was chosen for NVIDIA's DGX Rubin NVL8 systems 9. Its other advantage is owning factories in the US and Europe 1. For software, Gaudi runs PyTorch through Intel's Gaudi software (version 1.24.1 supports PyTorch 2.11) 79, and the popular vLLM serving tool has a Gaudi plug-in 80.

Intel is also partnering with the market leader. Under its September 2025 deal, Intel will build custom x86 processors for NVIDIA's AI platforms, linked by NVIDIA's NVLink, and PC chips that include NVIDIA RTX graphics chiplets 21. In April 2026 Intel announced a multi-year collaboration with SambaNova on AI inference systems combining SambaNova's chips with Xeon 6 9. For AI on PCs, Intel's free OpenVINO toolkit reached version 2026.4 in September 2026 81.

Software has been Gaudi's weak point. When Intel missed its Gaudi revenue target in 2024, Pat Gelsinger cited "software ease of use" among the reasons 82. In January 2025 Michelle Johnston Holthaus said "it's not enough to just deliver the silicon"; Intel needs to deliver "a complete rack scale solution" 83. In February 2025 Intel stopped maintaining its open-source SynapseAI Core driver code 84.

At the Gaudi 3 launch in April 2024 Intel named customers and partners including NAVER, Bosch, IBM, Ola/Krutrim, NielsenIQ, Seekr, IFF, CtrlS Group, Bharti Airtel, Landing AI, Roboflow and Infosys 5. IBM Cloud became the first global cloud to offer Gaudi 3, generally available from 31 March 2025 85.

12.Hidden in plain sight

Public facts buried in Intel's filings and releases. Each links to the exact document.

  1. Its fastest growth in 15 years came with an $11 billion loss. In the June 2026 quarter revenue grew 25%, which the CEO called the strongest growth in more than fifteen years, but Intel reported a loss of $2.16 a share 3 17, mainly from a $12.5 billion non-cash charge in the quarter ($13.6 billion over six months): shares it owes the US government rose in value as Intel's stock climbed 60 97.
  2. The government can take another 5% if Intel lets go of its factories. It holds a five-year warrant at $20 a share that can be used only if Intel stops owning at least 51% of its foundry business 19 98.
  3. 158.74 million shares sit in escrow, released to the government as Secure Enclave money arrives 98; about 143 million were still unreleased in June 2026 60.
  4. The government must vote with Intel's board, except in limited cases, and has no board seat 98.
  5. Intel may stop developing its next process without an outside customer. Its annual report says that without "a significant external foundry customer for Intel 14A" it may pause or discontinue 14A and shift manufacturing to third parties, "particularly TSMC" 4.

13.Weak spots

Where Intel has fallen short, in its own words:

  • Missed its AI target: "We will not achieve our target of $500 million in revenue for Gaudi in 2024" 82.
  • A cancelled chip: Falcon Shores became an internal test chip only 25.
  • Factory losses: Intel Foundry lost $10.3 billion in 2025 11.
  • Delays: the Ohio fab slipped to 2030 to 2031 58.
  • The government as shareholder is listed among the risks in its annual report 4.

Market share is hard to pin down: the only figure we found, from TechInsights, put Intel at 22% of a $17.7 billion data-centre AI chip market in 2023, but that counts processors used for AI, not Gaudi alone; NVIDIA had 65% and AMD 11% 99. Intel's own accelerator roadmap now rests on Crescent Island, which had no named customer as of August 2026 69.

Export rules hit Gaudi. In April 2025 Intel told Chinese customers that AI chips above set memory and connection speeds need a US licence, which covers Gaudi 100. In December 2025 the US allowed NVIDIA H200 sales to approved Chinese buyers for a 25% fee and said the policy would also apply to AMD and Intel 101. Intel's 14A plan also depends on winning an outside customer 4.

14.India angle

India is one of Intel's biggest engineering bases. In June 2022 Intel had nine design and engineering centres in India, eight in Bengaluru and one in Hyderabad, described as its largest design operations outside the US, with about 14,000 employees 102.

In December 2025 Tata and Intel signed a memorandum of understanding in Mumbai to explore making and packaging Intel products for local markets at Tata Electronics' upcoming fab and assembly plants, and to scale AI PCs for India 103. It is non-binding: the plants are Tata's Dholera fab in Gujarat and its assembly site in Assam, and no Intel investment was disclosed 104.

Gaudi 2 and Gaudi 3 are in the IndiaAI Mission's shared compute pool, which listed 34,333 GPUs in May 2025 105; one Gaudi 2 card lists at ₹57.60 an hour and one Gaudi 3 at ₹153 78. Indian names among Intel's 2024 Gaudi partners include Ola/Krutrim, CtrlS, Bharti Airtel and Infosys 5. We found no newer official figure for Intel's India headcount than 2022.

15.What’s next

Intel said in January 2026 that 14A customers would make "firm supplier decisions starting in the second half of this year" 41, and in July that the next 14A design kit (version 0.9) is due in October 2026 10. It plans capital spending of more than $20 billion in 2026 and "significantly above" that in 2027 10.
