Default settings place ads across very broad inventory including low-quality apps and made-for-advertising sites. Review the placement report weekly, exclude aggressively, and set frequency caps.
Display judged on last-click conversions will almost always look like a failure. Its value sits in assisted conversions, retargeting efficiency and branded search lift.
